Literally the only reason Teemo functions top lane is because he is toxic with his Blind, range and Poison, preventing the opponent from even laning.

blind is not a reliable form of cc, teemo has a shorter range than most adcs AND apcs, and poison ap scaling is irrelevant; even darius deals more on his passive than teemo's poison. teemo has a, by far, weaker laning phase than mosts adcs and mages if you consider the points you stated above.

while adcs can build full as/crit and scale into late game(heavy damage build scales better in late game than going full defensive build) and mages have a higher ap scaling, teemo is forced to build frozen mallet to at least be relevant in the game. teemo can no longer build ap or m.pen and cdr due to the free sweepers and he is therefore forced to go either tankmo; building frozen mallet and other tanky items, or gunblade teemo; while rushing as and on-hit item. comparatively, gunblade teemo deals less damage than any full build adc in teamfights and frozen mallet teemo aka tankmo is only a noob trap for the ennemy team. champions that can build tank MUST have good base stats or good base damage on abilities, or some reliable cc to make up for the lack of damage. Amumu for example has a low cd on his 'q', a 'w' that deals according to opponents max hp and a game changing ultimate but teemo has none of that. building tankmo is a waste as it offers much less than any other tanks although i do agree that tankmo used to be a thing prior to the botrk nerfs in the marksmen update.

Teemo's real strength comes from post lvl6 laning where he's gonna splitpush all day and hope to get a few turrets. he could also place shrooms in the deep ennemy jungle and make calls for drake/turret.

if you watched the lck match in which teemo was picked into gnar you'd see how weak and unreliable teemo is in pro level.

teemo is only a counterpick to aa heavy champions like jax and easily kitable champions like poppy. Even when counterpicked, if played well, jax can bully teemo out of lane by playing 'combo-jax'.
