not some like galio, fiddlesticks, malphite, sejuani, etc who still bring their awesome cc regardless of how squishy or weak they might be.

Because they aren't carries. If a carry is behind, they are really useless.

At least a underfed tank can throw some CC before exploding.

the only ones who truly become useless are assassins.

and im sorry mid lane assassin vs assassin account for over 40% of all mid lane games, or just 1 assassin has over 75% chance of happening.... and they happen to fall out of favor when behind

but mid laners still bring lots of utility when behind, you're just under the fallacy that if a mid laner cant 1v1 when behind they have no purpose for the team. but thats just assassin logic.

You forgot one important group. Marksmen.

Like assassins, Marksmen are also highly item reliant. So if a marksman is behind then they do not offer much. Jhin is a midlane marksman. Meaning he is very item reliant to do damage. His traps and rooting ability however make him semi useful when he is behind. So he isn't exactly useless when behind.

the ones who are really useless when itemless are Ezreal Draven Jinx MissFortune Quinn Twitch

so about half of ADCs bring nothing but damage, but thats a teams effort to make sure you succeed so you can put out when it counts. its not just ADC's, its just the way league works, you fall behind, you cant 1v1, you have to do something else. even if that something else is just farm for a while and turtle it out.

but dont say you arent dealing any damage at all, its just a lot less than the enemy team.

in Jhin 's case he still brings a slow, finish low hp targets/snipe, and the trap, thats still something, i recognize its difficult to pull off, but thats up to you to get your skill shots in.

tons of champs can be useless if they dont land their skill shots.

Compared to other marksmen he actually has a decent amount of safe cc in his kit. Even if you are doing zero damage you can be a slow/root bot for your team.

Not really.

His ultimate still causes a good slow, gives vision of the target and can still make Jhin climb back. Also he can climb back "stealing" some kills using his 4th shot execute mechanic. Plus he can root from safe distance to secure kills.
