We've had flex queue for over 2 years now, why does Duo Queue still exist?

Duo queue is one of the most toxic things to the ranked experience there is.

Duos tend to force other players to give up their roles so they can play together. Duos that aren't at the same rank bring in imbalanced matchmaking. Duos make boosting possible. Duos tend to blame their allies for every part of the game, and never acknowledge each other's mistakes or problems. Duos often involve one player who always thinks his team is shit (that's why he wants to duo) and he therefore rages as soon as anything goes wrong, even if he's 90% of the problem.

There's now a dedicated queue for people to play with their friends. Why isn't solo queue a true solo queue now?

That is, you know, your opinion.

Bullshit, this is rare as fuck.

Duos that aren't at the same rank bring in imbalanced matchmaking.

The system balances this by giving them harder games than what they would get if they'd solo.

Duos make boosting possible.

Again bullshit. Money on one side and some players' ego on the other side make boosting possible.

Err, that's part of why the matchmaking is imbalanced. The system has no way of knowing whether a duo has voice comms or is two random players choosing to play together. By giving this answer, you've proven you believe that there's an advantage to duo players playing together if they're not two random people that just think they're both decent. Which means, when two randoms queue together because they both think they're decent, they put their whole team at a disadvantage because neither belongs at the inflated MMR. It still causes imbalanced matchmaking.

Although the whole initial point was actually that if a gold 1 100LP player and a Silver 5 0LP player queue together, there's no possible game that can be balanced. Either the gold 1 is going to be too good, or the silver 5 too weak, for that game. Someone is going to snowball in that game, and there's nothing matchmaking can do about it.

Again bullshit. Money on one side and some players' ego on the other side make boosting possible.

Fine, but the only alternative would be literally having someone else play on your account for you, which is not only much harder to actually do (you need to trust the guy with your password), it's also far easier for Riot to catch.
