This meta is more complex than just "omg nerf adcs" or "omg nerf supports"

It's a combination of issues. The current power of Ardent Censer is making certain late game, AA based champions overpowered. Combine this with them already being overtuned and you get a recipe for having late game, essentially "protect the carry" comps where a twitch/kog/tristana just shred teams with cheaper itemization and huge buffs from supports.

The solution? Nerf what is making support powerful and nerf adc itemization overall. Nerf those things a little bit at a time, you don't want to totally gut either of them. Trim back power until they are balanced again.

If you nerf just supports/ardent censer, adcs will just wait for another perfect storm in the meta to cause issues. If you nerf just ADCs, ardent censer will just wait for it's time to shine again. This is a joint issue.

Proof? Twitch and Kog saw winrate drops in patch 7.19. They didn't get nerfed individually, but ardent censer did.

An early ardent censer rush completely negates their early game weaknesses. Proof? Well let's think about it. If you can get free sustain from an ally shielding you, then you can easily just heal past any damage a caster/early game ADC throws at you. But ardent censer no longer applies an on hit heal. That makes it a lot easier for early game ADCs to fight so called "late game adcs".

Miss fortune got a slight winrate increase, despite remaining untouched in the patch. Caitlyn got an increase too, but it's hard to tell how much of that was her buffs and how much of it was ardent changes. Lucian just kinda sucks right now.

No this isn't "just an ADC problem". If it was, we would have preseason 6 2.0. 3-4 adcs on a team, graves/quinn top, twitch/quinn jungle, corki, lucian, or ezreal mid, and caitlyn/ashe bot. Maybe even a miss fortune support (if the enemy picked zyra).

Do we see that now? No. We see a few things like ezreal jungle, corki mid, and a couple of people cheesing out vayne top and Lucian mid (vayne top and lucian mid aren't powerful strategies at all), but nothing on the scale of preseason 6. ADCs require an enchanter support in order to function at the level that they do. If it were truly just an ADC problem, they wouldn't require an enchanter support.

Stop making the supports the bogeyman of the entire meta and stop making the ADCs the bogeyman of this entire meta. This time it's more complicated.

Actually I feel like the answer is to buff tank support itemization. Of course we should nerf the item 3504 a bit too, but buff tank supports and tank in general. Not survivability, but the CC specifically. In other words make it so tanks can deal with assasins, then the adc can focus on tanks and make a proper rock paper scissors game. Touch on the gold prices for adc items rather than nerfs. Like make crit slightly more expensive. Up the AD on items, but make it so the AD is less effective on ranged characters.

I usually take the position you're expressing in any meta but I think removing the attack speed/onhit proc from Ardent Censer would be the best possible change this game could see right now. And yes the meta would not be 100% fixed but things would become tolerable again.

The thing is that adcs as a class are designed to dominate without enchanters so when ardent censer was released they became even more powerful. They were already too strong before that remember what the complaints were before ardent censer was even released ADCs are 4-5 shotting tanks and 2-3 shotting everyone else. If anything Ardent Censer is meing made the bogeyman here Ardent censer doesnt break assassins who would benefit from the attack speed and healing nor does it break fighters or even make them remotely viable again for the same reason.
