It's only strong if you're already winning. Unlike infernal, which is strong always.
If you manage to secure 3 air dragons but the score turns out 20/40 in the enemy's favor, those air dragons aren't going to help you turn the game around like infernal would. But if it's 40/20 in your favor, sure, the air dragons will help you close out the game.
You know what the funny part about that is? Sometimes you will lose a game because of the air dragons, because you sacrificed too much to secure them, and now you can't win teamfights because of the enemy's gold advantage.

To be honest, if you're giving up that much just for a dragon, you probably shouldn't be taking the dragon anyway lol. From watching LCS games, they tend to take dragons when they know they aren't going to give up too much for it.
