Why are we nerfing Mercurial Scimitar?

I just want some context. I feel like Mercurial Scimitar already feels like crap - you HAVE to build it in retaliation to certain champions on the enemy team. If those champions weren't there, you wouldn't build it. Other items are simply too much better that if you're not in a situation that explicitly calls for QSS (so you're not against Zed, Malz, Liss, WW, Skarner, debatably Nasus, etc...) then there's no point to build that item over Bloodthirster or even the soon-to-be-weakened Maw of Malmortius.

So why are we nerfing it further? It's not like all (or ANY) of the above listed champions are struggling right now - Malzahar is the most winning-ness mid laner, Zed's a terror that just got nerfed, Lissandra is somewhat weaker but is still annoying, Nasus, WW and Skarner and all doing extremely well. So we're indirectly buffing a bunch of champions that probably are on the verge of needing nerfs. And for what reason? I haven't seen anyone complain that Mercurial is overpowered or bought too universally. It's a counter to specific champions and is only really any good in those situations.

If there's a reason for it - great! I can't think of anything though. I get that it's only 5AD being taken away, but it seems completely unnecessary.

why build bt when you have Mercurial?

The tradeoff between the two: 350 health shield (decays over 25 seconds out of combat, so basically will always be up) and an extra 10% lifesteal for 35 MR and the quicksilver active.

If you don't absolutely need the QSS active (i.e. aren't in a scenario of the post above), you're sacrificing too much going from BT to mercurial. You're downgrading a net 670g worth of stats in order to get the QSS active - if it's not an optimal use case then it's not worthwhile. The 35MR isn't going to stop you from getting bursted nearly as much as the 350 health will (it may be slightly better against a hugely AP team that isn't building MR, but the chances of that are near zero). The extra lifesteal is a huge difference (with a BT an ADC can barely escape a fight, do a jungle camp, and return to the fight at nearly full health. With Mercurial that would be less than half health).

I suppose it's possible in the case where an ADC has Warlord's Bloodlust the extra lifesteal on BT isn't necessary, but given that we just nerfed Warlord's Bloodlust during lane for them that tradeoff may be okay (they were still arguably stronger with Fervor anyways).

It's possible that either combined with Maw or offered as an alternative to Maw mercurial may stand out, but we also just nerfed Maw so it would make sense to give it a try before jumping to conclusions here.
