Why is there always either a Blitz, Sivir, Varus, and/or a Brand in every ARAM?

If it is really suppose to be "all RANDOM all mid", then why does some combination of these 4 always seem to be in every game?

There are people with Aram specific accounts.

They only own Blitz, Sivir, Varus, Brand, etc. All the OP's in Aram, so each game they always get an OP.

I mean I dunno, but a lot of people who play ARAM are probably Aram only accounts.

ARAM only accounts are part of it, but theres also the issue of loads of dodging. If someone sees that their team comp doesn't have anyone strong in ARAM, people will tend to dodge, and that usually repeats until both teams have at least some strong aram champs.
