Can we lower the CD of Hecarim's E?

personally, i think mana changes and sustain is what he needs the most

They should give him some love. Just compare him to Rek Sai:

• Permanent speed boost
• Up to 8 re-usable dashes (+ the ability itself = 9)
• AoE knockup on low CD which ironically enough is stronger since Hecarims ultimate since it does not get reduced by Tenacity and can combo with Yasuo ultimate
• Higher AoE DPS
• Mote consitant (and free) in and out of combat sustain
• Ranged poke
• Execution move

There is currently now reason to play Hecarim over Rek Sai other than a SLIGHTLY better BEAT CASE SCENARIO in terms of single target CC (assuming an enemy ADC is so far out of position that you can R into E and splitt his team.)

In any average game and situation Rek Sai outclasses him in any aspect:

• Burst
• DPS
• Duelling power
• Map presence
• Clear speed
• Sustain
• Gank frequency
• Gank paths (through walls)
• CC consistency
• (Splitt-) Pushing Power (waveclear, dps against towers and "teleport")
• Map awareness (Tremor sense)
