15% often is breakpoint that's unreachable with itemization. Yet it'ld be of severe important for those who build Athene's or Morellonomicon while having the 5% CDR from masteries.
Since we lost a CDR item, wouldn't it be a good chance to introduce one which adds more consistency to AP itemization and fill a specific nieche?

sorcs are a great early-midgame power spike yeah. you could always choose to grab scaling CDR glyphs if you want that timing. otherwise ionions will give you more benefit in teamfights in general, assuming you're a champion that works well with the CDR cap. most champions can't deal with 40% cdr due to mana costs though.

DrCyanide1 votesDepends on your situation. 15 magic pen will boost your damage less than casting another spell, so if you regularly find yourself and your opponent at low health early/mid game, then CDR boots probably are better for you.

It's opportunity cost. Just like how if there was another 15% cdr item, it might be outshone greatly by Deathcap and Zhonyas to feel not worth it. If they just gave a good item 15% cdr, then everyone would always buy it whether they really need cdr or not.
