Nautilus Top Season 6 is broken

We all remember naut support being BS because his damage was more than that of his ADC, combined with the most CC in the game and a massive shield, while being full tank. Well now people are starting to play him top, and as it turns out, with more gold from a solo lane, he is even more OP. Againt Melee match ups, he can poke down harder than jayce with a 200 damage E at level 2, thats up every 5 seconds. You can't trade with him period because of his shield and stun on hit, and if you try to do a long trade with him after the stun and shield are up, you will already be dead because 3 Es will be 1000 damage with 60 AP. Oh and that's just before level 6, because then he gets his wonderful point and click ult with almost 1:1 AP ratio. There is no counterplay against him. I was even fiora against him, what I imagine would be one of the best match ups, but I would just counter one of his 3 stuns and get hit by the other 2. He does so much damage that if you get hit by any 3 stuns you are dead before you can even run or fight. By the way, this damage I am talking about is against a full tank naut that started Sunfire and went 1/1 in lane. If you're going to make a full tank, CC focused "support" champion, don't give him the most absurd base damage in the game.
