If you won't provide a fully functional client then at least remove dodge penalties from the game until it is fully operational.
Repeated dodges by the same players within a short span of time can still be penalized, but for those of us forced to restart the client because it won't load us into the lobby after accepting a match. Dodge penalties is a severe and unwarranted slap to the face.
I had a forum post on here asking the same thing, i was recording each time it happened in my thread. Unfortunately one of the Mods deleted for god knows whatever reason, (would really like to know though if a mod wouldn't mind stepping in and informing me why you deleted my post? - that was how I was keeping track of how many times it happened. guess i'll submit at ticket asking wtf).
I've been penalized a shit ton lately for dodged games, including 3 promos (separate times getting there, all failures due to client, unlucky - 1 game loaded on the fourth and i promoted) and it's just the client failing to load champ select.
