Volibear gets outdamaged by tanks

And it's kind of a joke. Volibear is basically a discount warden right now except the actual top lane wardens do way more damage than he does. Not to mention how hard other fighters have outpaced him; Camille outdamages a max dmg bite (18 second CD) with her Triforce Q on a 2 second cool down. And it's true damage.

Can Volibear get the AD scaling he has deserves for a long time? I'm tired of outplaying these hyper mobile fighters and still losing because I just don't have the numbers to compete.

ad / ap scaling would be interesting on volibear, it would definitely mean hes higher risk / reward if people opt into utilizing it.

Nothing actually that high, but like a modest bonus AD ratio on his R, or replacing some HP scaling on W with AD, would make him both better at scaling into the game (so that he actually plays like a juggernaut and not a shittier tank after 15 minutes) and opting into appropriate survival items like item 3053 that would now actually be worth buying on him
