How come Warlords bloodlust doesn't work on monsters?

I know an argument would be "it gives too much sustain for junglers!" but isnt this the same for laners?

Yasuo top with bloodlust is super annoying as he just heals all the damage back without a care in the world.

Draven is a bit annoying with warlords in lane due to his Q.

Don't get me started on Nasus Top with Warlords.

The other argument that junglers will start making ganks with more hp isnt that good as the current top tier junglers already fully clear the jungle with a lot of health remaining for a gank.

I could honestly see this bring back a ton of old junglers to compete vs Nidalee, Elise, Rek'Sai, and Gragas.

The only champs I forsee an issue if this goes through are: Jax JarvanIV MasterYi Olaf LeeSin Shyvana Trundle but most of them already can clear the jungle fully with above 50% health.

No Keystone works on monsters... Except for Strength of the Aegis and Bond Of Stone.

Yes I am aware of that but I am asking why warlords doesn't work on monsters. It works on minions, no?

No. All Keystones only work on Champions, except for the 2 i mentioned. Edit: Sorry, forgot about the minions part of WB.

Warlords bloodlust works on champions and has 50% effectiveness vs minions(25% for ranged champions).

Basic attacks on enemy champions gain increasingly more life steal based on your missing health, granting 0.06% - 20% (based on Missing health) bonus life steal. The life steal against minions is 50% as effective for melee champions and 25% as effective for ranged champions, granting 0.03% - 10% (based on Missing health) and 0.02% - 5% (based on Missing health) bonus life steal respectively.

Really? Because the Wiki and the client say that it works on minions.

Because otherwise it would completely destroy the jungle meta by giving massive sustain to any AD champion. Some champions are only balanced in the jungle by their inability to clear camps efficiently but if you give them a massive infinite sustain like that then suddenly they can do whatever they want.
