That's because his flay makes his AA count as a ranged attack which doesnt proc the execution. It works as intended that way.

All we can do is hope they stumble on greatness on occasion... They certainly didn't today.

The reason URF didn't happen today is because Riot have dedicated their gamemode team to creating a rotational queue. That's something the community have been asking for for a long time. It's unfortunate that the queue couldn't be ready in time for April 1st but this really isn't a sign of Riot not caring what we ask for, it's a sign of them being able to choose one thing we ask for over the other.

People can wait a couple of months and then they'll have URF every 1-2 months after that. It's not that big a deal to not have it now.
