Honestly, it wouldn't have fit. The champions of the PROJECT line were chosen because they all have flashy abilities. And not LCS flashy, I mean flashy like bright and noticeable. Lucian's Q, Leona's ult, Yi's Q, etc. So the PROJECT line with its lights and lasers is perfect for that.
Quinn doesn't really have anything like that.
I would die for this Quinn skin as I'm a Quinn main. :D
I love this. I rather have this than lucian project skin.
It would not have been better than Lucian.

project Quinn would be awesome, loved the art since i first saw it, but she is still an underrated and underplayed ADC, that and corsair Quinn was just a thing... so i doubt they'd give her a skin so soon.
And hopefully the next installment of the project skins has quinn and my vote for 
just picture pic below with a sinister mask on like our classic jesters grin. deceive would be a hologram spark instead of a poof. his box would be a turret of some kind. And his ult would make two shaco's like zeds shadows, but not dark. VVVVV
Lets be honest, the project skin line is far from over. Patience child, in due time.
It's not like the line is done. They continue to add more to each skin set, so she could still happen.
Quinn is as flashy as they want to make her. They could even go one step farther than this concept and made Valor out of holographs or lasers.
To be honest I'm more surprised that there are no mage Projects.
I love Quinn but honestly,Lucian looks great aswell.
But very few people play Quinn and more people ahve played lucian. Money tactics here, but this splash looks really cool.
This. I made a post about this a while ago. I think it would fit a different skill line better, because as Narasimha pointed out, Project skin line is more flashy laser kind of stuff. I think this would work well in as a Headhunter skin though (similar color scheme to Cait and Akali) and the animations would fit a little better. It's definitely a great concept though that I hope rito implements.
Quinn anything > Lucian anything, IMO! Idk why I hate him so much, but I really do.

Wouldnt work. because then it would have a ton of people suddenly playing her for her skin and finding out just how crappy/buggy her kit is and forcing Riot to actually remember to do something about her.
Would have been WAY better than project Yii(not as noticable as say, head hunter yii or lightsaber yii) or Project Zed(comepletely unnoticable skin).
Would have looked great, and would have been the least purchased of the bunch. Not much point making a great skin for a highly unpopular champion realistically. There are easily 100 champions I'd rather see get it than , and I'm perfectly fine with the ones that did.
But Quinn is Top, not ADC.
Just because she hasn't been given a PROJECT skin doesn't mean she won't. Unless I'm missing something. From my point of view all champions are capable of getting more skins. Who knows, they may be working on her.
They have said they've wanted to not do skins for champions until after VU's for them? Maybe she hasn't had the VU yet? Unless she has and idk about it. I don't keep too up to date on all the news.
Long story short she could still get a project skin.
