Singed//Rylai's is an annoying problem.
For starters, I'm sure I have a 100% win rate whenever I top lane against him, but he is just annoying. He's not a factor in team fights and it's like his sole purpose is to be annoying. Once he gets 
built, he gets disgustingly annoying to play against. Did I mention he's annoying?
If you check my match history (and I have the replay saved), I had

. I might make a youtube channel dedicated to showing how annoying Singed is. There is absolute no way possible to stick to him regardless of champion (aforementioned) or items that give movement bonuses. He even gets away from my freaking

Keep in mind he's doing all this escaping while completely destroying my minion waves.
That is ridiculous! And I put 100% of the blame on . It shouldn't work for toggle abilities and I say that as a person who uses it as a staple item on my

What allows his escape is a combination of these items depending on his enemy's team composition
