Is it worth taking the time to learn Ryze?

I'm in Silver elo, and I really want to learn Ryze, as I believe that he can be extremely powerful if you play him correctly. I've been playing him in normals, and seeing how I go with him, and learning new builds and combos, but before I go any further, I'd just like to know if it is worth it if I learn Ryze, especially since I'm a low elo player.

If you always duo with a junglar than he is worth learning. His e w combo is seriously overpowered for setting up for ganks.
