Because ADC would be falsely labeling the role as a carry role. Sure you may have a game where you do carry, but that is like 1 in every 100 or so games. Now it is closer to AD support the rest of the team and hope you don't feed any of the champions who can 2 shot you without any counter play available for you to stop them with. AD assassins and fighters are closer to ADCs than marksmen now.

The botlane being the focus of clown fiestas and therefore the bottom laning phase ending much earlier is due to riot putting 50% of the early game focus on the botlane. Marksman are actually by far the most powerful class of champion in the game, and have maintained a 99% pick rate globally since S1. They just need farm to ramp up, and in pro play once you get ahead in the early game it almost always leads to a snowball until the endgame.
As long as marksman have attack speed and crit tied to their core itemization, they will ALWAYS be the most powerful class of champion in the game.
