Ruby Sightstone + FotM vs Eye + items costing 1800: depends on what those items are. ToA: Anyone who completes it is really just doing it for the active. So no. However, supports that don't finish their ToA might combine it with Sightstone to get that extra space for pinks.

All these items have on the traditional item + 
combo is slot efficiency. That's what Riot created with these items... slot efficiency at the cost of gold efficiency and powerful actives, on a class that typically thrives on gold efficient item, likes actives, and does not end up full build anyway.

I see it sometimes. I don't play either but seeing as Thresh is ranged and actually has to perform the last hit for relic shield I'd probably go for coin too, although relic does provide better combat stats, and the added pushing power is good for rushing lvl 2 before the enemy lane.

Its biggest flaw is no decent combat stats. Plus, as of now, the active from FQC is just as potent (if not more) for whatever you'd be doing with Talisman's active, AND the mana regen is better on FQC. It might come back after the nerfs to FQC hit live, however as someone who's been a support main since early S1, God I've had it with this active and I'd be glad if another remained king for more than 3 patches.
One of the most interesting thing about FQC's ghosts is that they provide vision. It wasn't as impressive in earlier seasons on Twin Shadows, but with the current lack of vision, the ability to scout and be safer as you ward is very powerful imo.
