Yeah, a real downside to this is that Rito can't check balance for the champions within the first weeks. Meaning balance changes can be pretty trash or take longer than normal. This isn't an issue in high elo but in anything below diamond 2/1.

Ivern wasn't perma banned on release though cause he was a 'support', neither was Rakan, they don't care about supports lol

rakan was in low elo. they have backed off now but rakan was almost always banned and xayah never was.
