Why isn't volibear a meta champ? He's been stealthbuffed ALL season

Damage reduction. Hp bonus. True damage. Waveclear that scales off hp. Tons of hp. Decent damage Self-explanitory since it's a core item. The new passive just makes it so much more fun One of those "i feel like it" items that works great but isn't a big deal if you get or not hp a shield and damage Damage now scales off hp. Gives him ms bonus near buildings which is most of the time in the game tons of hp. tons of armor. Helps his issue with being kited. Has a slow from the passive Another "I feel like it" item that usually a support gets but if not can easily pick up and help even more with his kite issue is usually the meta top lane so if you go there most people don't bring ignite and if they do they lose a lot of map pressure that you can easily apply having that thing about grevious wounds being removed being added awhile back just makes it even better

Why hasn't he hit the meta especially since the tank/juggernaut meta is around? Bear has been getting so many indirect buffs this season it's crazy
