Is rushing Abyssal Scepter on Kat one of the best choices when facing many other AP mids?

I was wonder this, mostly because her primary 3 skills have low AP scaling, doing better with magic pen than flat AP. Also, she seems to somewhat struggle against some of the burstier AP mids if they catch her by surprise, due to being so squishy. Riot Reinboom even said that he wants to rework Abyssal Scepter because the flat MR reduction is too good at helping blow up squishies (instead of dealing with tanks), due to the low base MR all champs have; thus building the flat MR in the early game would increase her damage a lot. She also seems to synergize with the item being an aura extremely well.

I honestly am thinking that, except when you are facing a full AD team, you should always build Abyssal Scepter for the amazing stats, but would it make a good first rush item? Would it be more preferred over many other first rush items? To me, it seems like the alternative to Haunting Guise (which builds into Liandry's, which is terrible on Kat).

So, Abyssal Scepter rush a good or bad idea?
