Can we get an hp/attack speed item

Many as based fighters are trying to fill the void of devourer and rageblade using items like titanic hydra and trinity force, but are still having trouble. The only as fighters i can think of that arent struggling are irelia and trundle. But thats aside the point

My proposal is an hp/attack speed item. Pretty much titanic hydras best friend.

We'll call it Ebonmaw's Fang

Giants belt + recurve bow + dagger +800g

so 3150 gold and its stats would be 500 hp 40% as and its on hit damage would be equal to a percentage of the damage that YOU took in the last 10 seconds with a cap of course.

Why? This way it probably cant be very well abused by champs like kog/kayle, while still being good for the champions that are meant to stay in fights and remain a threat.

I'm not sure such an item is needed but its a concept to consider in the preseason
