Why Poppy had movespeed taken away from her W
Oddly enough, it was to further decrease her defenses.

At rank 1 with no boots, Poppy lost 10 MS from her W (3% of 345). At rank 5 with either defensive boots (Poppy's main boot choices as a tank) she lost a whopping 39 MS from her W (10% of 390).
The decrease in movement speed gives players a choice either to purchase defensive boots and deal with the increased difficulty of catching and angling around opponents, or purchase Swifties for the extra 10 MS. Granted, most players are still choosing to use defensive boots since swifties were nerfed some time ago.
From what I can gather as a long-time Poppy player, it appears they want to shift her into more of a fighter than a tank by removing defenses. But the refusal to do things like giving her passive an AD ratio or switching her scalings from Bonus to Flat AD has me confused.
