Why doesn't deathfire touch procs the movespeed from Lucian W?

The tooltip on Lucian W says that when he or his ally damages a target marked by his W, he will gain movement speed for 1 sec. However, I've noticed this does not work for Lucian when using deathfire touch. It also does not work for ignite and just for clarity, it does not work for Liandry's torment passive. (Yes I did test Liandry torment.)

Its safe to say it does not work with any damage over time from Lucian.

So is this a bug, or is it intentional?

Prob cause of balance. Could you imagine a permanently speedy Lucian chasing a Malz' E'd squishy?
