Whoever buffed mundo Q

It seems pretty stupid. Mundo is not op though, but seriously, what is the purpose of giving him health costs if he gains 100% refund on killing blows? I don't care about buffing mundo, but please , don't buff a spammable health based ability. buff his W, his E , or even his passive, but please, not his Q.
