IMO a way to fix LoL in few steps

  1. Remove close to all lifesteal from game. Any leftover lifesteal is max capped at 5%.
  2. Compensate AD itemization for removing lifesteal. Reduce price and call it a day. Some AD items can have beefy MR/Armor buffs to conpensate for losing godlike status.
  3. Buff heal supports, heals, hp regen and healing items. From now on team has to pick one of CC, shield or Healing support.
  4. Add some sort of small hp regen mechanic for each lane for example "killing a minion heals for 5 hp"
  5. Because supports have bigger role, they should earn more so they can build not just support items
  6. Introduce some spellvamp, also hardcapped at some very low % (for example 2%).
  7. because ADCs lost huge chunk of their OPness, tanks defences should be altered aswell just in case.
  8. Remove Crit-RNG. From now on 1% crit = 1% more damage dealt with AA. IE bonus crit damage has to be changed somehow.
  9. Small fixes here and there to unforseen issues.

What it fixes

  1. ADCs can no longer heal for almost 300 hp per critical strike
  2. Supports become important. No more "Janna or Tresh" meta
  3. Ite gives Riot a huge window for creating new supports to fill the demand
  4. If assassin jumps at ADC, then he can actually assassinate ADC, instead being beaten up by lifesteal and crits.
  5. Thornmail becomes usefull
  6. No more RNGesus. That alone is awesome change for the better.
