I'd be fine with Graves if he wasn't Tanky

He isn't broken rn but my god is he frustrating as fuck to deal with. He's ranged carry with AOE burst thats as good as kiting as Vayne. Except he does 3x the burst; Which I'm PERFECTLY OK with, as long as he isn't so god dam tanky. I'd be fine with him getting even more damage as long as you remove his tank stats. It's incredibly frustrating having deal with it especially when they're good at kiting since he can spam e.

Also added onto the fact the items he builds; (Death Dance and Phantom) make him even tankier. Its annoying enough being one shot by a Tank Volibear. But at least he has to run at you and can't kite.

His range is really short, so he has to be tanky to survive. He is a pain to deal with early and mid, but he drops off late.

Personally, I don't think his defenses are the key problem. (I mean, they designed him to be closer to a melee) My problem is that his shot gun mechanic, is particularly oppressive against champs who need to be in Melee range. Which in fact leaves his short range to be the only thing you can really play around.

Yet people have problems with that as well, since most ranged champions are going to be glass cannons. Where Graves still maintains a high level of burst. (So I really guess that just leaves Gnar, as a main lane counter)

That's like saying "I'd be fine with Annie if she couldn't stun me." It's a part of what makes the champion work in their role.

He's meant to be an Adc? The only reason he isn't, is that he's gimicked by the tank stats.

Teemo is also "meant to be" a marksman according to the champion page. I don't see him being played as an ADC. Same with Kindred. Nobody said "Graves is intended to be a traditional bot lane marksman," and the only time I honestly saw him played that way frequently was upon release when nobody knew what they were doing with him yet.

Azir's listed as a marksman secondary as well. Marksman does NOT refer to their intended roles; Or else Kindred would be an Adc right?

Graves was meant to be an Adc post rework, that is his intended role; Not Jung or Top. And yes the Rioters who worked on him intended for him to be in the ADC role. Go back and read the dev blogs on his rework.

That's oversimplifying it. A major goal of the ADC changes was to open up some of them for play outside of bottom lane. Graves' designer specifically said that he expected Graves to still be best bot lane, but was open to other possibility.

Design goals change. He was intended to be played as an ADC, but with potential to be played in other lanes. Other lanes ended up superior, primarily due to the weakness he has in laning against ranged bullies. This is not a problem. It is only a problem if Graves is too strong in other lanes, which can be fixed with nerfs as opposed to unnecessarily redesigning him to fit bot lane.
