You can buy tank items on Quinn too, that doesn't mean it's rewarding or that there's a reason to do it.

You can go item 3078 item 3142 item 3158 item 3156 or item 3053 then item 3036 or item 3033 lastitem 3742 then you can sell cdr boots for item 3046 if you want more damage

Yeah I get what you mean. Gangplank was intended to be build either bruiser-y or full AD (the %missing health scaling was meant to keep Tankplank alive) Sadly that didn't work out
