@Riot Why doesn't Quinn's E mark in valor form?

I mean her E when used as valor marks the target but in valor form he doesn't mark the target, which doesn't make any sense to me. it would help at early levels because her ult early game doesn't do a lot of damage. I think Valor form E should be able to mark a target making able to execute harrier after using sky strike. It also gives vision on the marked target for valor form to chase.
