doran's shield should not be regenning in combat.

this item needs to regen item when you back off. the big problem right now is that even lane bullies or ad carries pick it up. and when you ever all in them they have quite a high amount of in combat regen for such early fights in the game that they actually beat whoever started an offensive starting item
