Turret Plating

not 100% sure if its a problem or not because i have not bothered to look up the data, just somthing i noticed when playing Urgot and Yorick. since these champions generally push pretty hard i end up getting a few free turret plates even when the enemy laner doesn't roam which just kinda snowballs the lane. arent' the plates gold supposed to be a reward/punishment for a champion roaming while the other stays to push? not sure if the plates should give full(or any perhaps) gold when there's an enemy champion nearby, kinda offset lane bullies just snowballing off the free gold from plates maybe?

again not sure if its even a problem just sorta felt too powerful on the bully/pushing side of things.
