Fleet Footwork has no late game fantasy

At first, I thought it was OK even if the delayed MS bonus threw me off (at least it's .25 seconds longer). However, it's basically doing nothing except helping you kite once the game is past 30 minutes (only .10 BONUS AD scaling). It's in the same tree and has a very different purpose from each of the others but rather than being a choice of sustain/kite, it's also a choice of "are you OK with no late game viability?" I'm guessing they don't have a better ratio because they want to emphasize it as a kite option and make it a bit more viable on other random champions, such as RFC TF (a la Froggen). However, even in this case, they should at least make the MS duration scale from 1 to 1.5 seconds by level 18. It currently has no late game fantasy and this may nudge it more to a kiting late game fantasy.

Right now, these problems aren't even that evident because the games are more or less decided before late game hits. Outside of preseason, Fleet Footwork would be even worse. I think all 3 keystones should be chosen for their niche and there shouldn't be a distinct scaling advantage for one or the other. They should just do different things well.

EDIT: The minion healing effect on Fleet Footwork offers another balance lever. Healing off minions can help laning quite a bit even at the 60% value. If they're worried about scaling buffs making it too oppressive early on, the healing from minions can be a lower or scaling value. This would open up additional power budget for late game.

My problem is Fleet Footwork and Phase Rush are crossing over one another too much. I understand they don't want people to just sustain for days in bot lane like with Warlords but god damn they are both just kiting tools but one is actually good and the other is more difficult to proc and not as worth wild in what it does. They need to give them more of a better identity overall and just decide what they want the two to do. This isn't the only rune that does this (Comet vs Aery) but it really shouldn't be a problem honestly.

I've found that it is useful on WW for the jungle due to most Keystones being centered around laning only. The Keystone actually builds up fast for WW, who moves a lot, but also helps his clears be a bit more healthy and faster due to it working on monsters and minions.

Good, it's absolute cancer early game, just like warlords was.

You can't have both full HP during all of landing phase AND be a god lategame, why else would you take any of the other ones.

I think that's a good thing. its the best early game keystone out of all 3 in the precision path. the sustain is VERY noticeable in lane. And if it scaled well it would just be warlords all over again.

Warlords has usually inevitably become the meta pick because sustain that eventually scales into an ability to forgo lifesteal items altogether is simply too strong.

This way its good for sustain in lane but you sacrifice late game power. It still gives you the mobility, but you give up a lot for it. and i like that trade off. It's still just as good early as its always been.

not every keystone has to scale well.

It gives pretty big heals for AP champs though (.2 AP scaling). Of course, most of them don't want attack speed (for the precision path bonus) but the ones that do (kayle, teemo, azir) can probably make use of it.

That doesn't fix its problem with ad champs, but they can just buff the AD ratio on the heal at higher levels (like lvl 11 or something?) and then it does give the fantasy of enormous heals while kiting late game.
