Viktor is busted and idk why he's not getting nerfed

Let's see, I can't even lane Ziggs vs Viktor if he's good. He wins every trade and even beats me in waveclear after one back. His teamfight damage is higher and with more CC. He has shields and MS boosts. He can insta-burst anyone not building full tank late game. I can go on and on but the champion is straight busted and it's absurd he's allowed to exist in this state for so long. What does Ziggs have? Oh he can take turrets faster... great. Can he take turrets vs a Viktor who one shots the wave? No... but Viktor can easily outperform any Ziggs in a teamfight unless he's clueless and then guess what? Easy turrets. Hell, even if Viktor didn't have great waveclear, he'd just one shot you as you try to attack the turret.

The only reason his winrate isn't ridiculous is that you need to be familiar with his kit. Being OP and easy to play aren't the same thing. Viktor's not a champion you pick up and immediately wreck faces with. However, just because you need experience is no excuse to allow a champion to be this obnoxious and broken. Viktor just does everything that pretty much any comp. wants while being a good laner and scaler too. Ziggs' late game is laughable relative to Viktor's. Viktor might not be an amazing laner but he's definitely up there and easily outtrades Ziggs even if you land your unreliable Qs etc.

It's no accident that if you look at the top Challenger rankings pretty much every mid has Viktor as their top 3 most played mids and usually quite successfully. I know I'll get downvoted by either Viktor mains or people who aren't actually good at Viktor and thus think he's fine. Oh well, shooting the messenger doesn't change the truth.
