I think jg Kled has some real potential.
The buildpath I usually go for core as kled is something like 
to start with over refillable as its definitely nicer to have that extra potion and little extra health per pot
how I go after my first back is usually saving up for 
as it enables you after your first clear and gank(s) to have no issue with raptors and krugs afterwards since they give problems for kled as he lacks meaningful aoe. into going to finish the jg item into 
his ganks aren't overpowered, but they're definitely good enough
his main issue though is being invaded I suppose as his first clear isn't the safest since if you mess up or pick a fight with the jgler earlier on you can probably get dismounted easily.
maybe I'm blowin steam out of my ass, I dunno.
