Ok, can someone tell me how Quinn's weak?

She seems to ALWAYS get fed in lane, no matter what it seems, her burst combo is ridiculous and she can kite you forever, her ult is insane for picking people off instantly. And she has a great scouting tool so she doesn't face check. Also add to the fact that she just out right counters any adc, because of her Q.

Why is she presumed so weak?

Low range, buggy, squishy with a melee ult, unreliable passive. She is not presumed weak. She is weak.

She doesn't counter any ADC because of her Q. She has a negative win rate against most of them in fact.

Because she isn't, but let Quinn mains get Riot to buff her into overpoweredness.

The reason people feed her in lane is because she doesn't see much play so no one knows how to play against her.

Same reason why I see a rare Yorick pick get fed beyond belief.

This actually happened in one of my games where there was an enemy Quinn top against our Tryndamere Trynd: After giving her a 3rd kill Wat the fuck this quinn is hacking everytime I e onto her my auto-attacks do NO damage to her Me: She has a blind. Trynd: Wtf?! Since when?

She counters melee bruisers very hard, similar to how Vayne does it, but easier since her E gives her a free "you can't touch me" card. It is usually from this lead that she becomes strong and then starts going to other lanes getting them ahead. Her strength is small skirmishes and being able to pick off targets. She can also assassinate people decently well too. This means that her weaknesses involve teamfights and getting focused down, as she is squishy. Outside of her dashing towards a target w/ E, she has no other mobility, making her easy to pick off in ranged form or forcing her to use her R, reducing her mobility/assassination power. If you are playing top lane against her, as a melee your best bet is to not feed and get tanky, since you should reach a point where she can't kill you anymore and then you can farm. Don't feed her early and let her dumpster you later as well.

On paper, her blind should allow her to counter any ADC. But have you tried doing this while playing as Quinn in the bot lane? Try landing her Q on the enemy carry during a trade. More often than not it will just get blocked by a minion, unless they aren't using their minion wave for protection as they should be. Oh, and if you try to go around the minions to get closer to the enemy ADC and blind them, you put yourself at risk of getting harassed/CCed by their support, which can effectively lose you the trade.

Outside of the laning phase, yes: Quinn will ult from the fog, fly in, blind you as Valor and kill you with an execute. That is her niche. This is why ADCs playing against a Quinn should stick with their supports at all times. She is a marksman with assassin-like qualities, and she pays the price for it with her 525 range, two melee-oriented abilities, and lack of poke. She also tends to perform poorly in teamfights due to the nature of her kit.

As to your main question, she's weak not only due to the limitations listed above, but because she's bug-ridden. She has a poor auto attack animation that can actually cancel damage even after her bolts have 'hit,' and can be difficult to kite with due to this fact, although after a bunch of games played with Quinn one learns to work around it.

If you play against her weaknesses by denying her early game all-ins and forcing teamfights after the laning phase, as well as pinging MIA whenever you suspect she might be roaming, you'll find she's actually not that difficult to deal with. Remember to stay behind your minions during trades so you can avoid the blind, and stick with your support as much as possible if you're playing the ADC role.
