Why did skarner die...again?

I've been playing him quite a bit recently in search of a new jungle since i'm apparently stupid bad with Shaco since the recent patches. Consistently doing well with Skarner and not seeing that many flaws from him except how weak he is early game when he's outside of a spire.

He's hard to kite due to deadmans + W (and spire if you're in it) + swiftness boots (they're the ones I use anyway) His damage is pretty strong with a spamable low cd Q and his E making his dueling /sticking good Sustain is nice with his reliable shield

I remember he use to be fotm when he got his changes but I don't recall them doing any massive nerfs to him. So what happened to him?
