Feeling outplayed and being outplayed are two radically different things.

Sure you might "feel" liek you got outplayed by Ahri because she did some fancy dodging and kited you hard, but did she really outplay you that much? It's really not that hard to land a charm, Q, and then run in a circle with your ult. Sure you might "feel" like zed just facerolled on you in a teamfight, but have you tried facing rolling someone with zed? It's not as easy as it looks.

this is not exclusive to these champions. Both of these champions can totally outplay someone or can totally get a kill off of just a faceroll, but people need to differentiate when they got outplayed vs felt outplayed.

I mean, earlier today, QT gets pretty much 'one shot' by syndra. The title of the post on reddit was a sarcastic 'Amazing outplay by Syndra' but actually, while no one would feel like it is an outplay because syndra misses almost everything, it is; The player abused QT, kog'maw behind and without sums, getting too close, so she loaded up her spheres and when she missed stun, QT walked in, so she Flash+R'd him. Doesn't feel like an outplay, is one; she abused the mistake of an opponent.

TLDR: Outplaying is typically, abusing an mistake/completely outsmarting someone (Using brush to dodge kalista auto attacks for exmaple).

I dunno if she lands the charm on you without needing to use her ult first I'd count that as an outplay. Dodging and kiting are also things that typically make something an outplay. regardless of how easy or hard it is, if there is dodging, kiting, and landing skill shots involved, there is some level of outplay happening because those are all things that can be messed up or prevented
