The toxicity of the community stems from a clear disconnect from Riot and their playerbase
It is undeniable the game is the most toxic it's every been, both in playerbase and game balance. Riot has very clearly taken a shift from actually caring about their game and community to making as much money as they can.
Now i'm not gonna sit here and pretend this is because of our "ChINeSE ovERlOrDS" but tencent has had a pattern of doing this in the past with every game they get their hands on. Turn it into as much monetization as possible, then run it into the ground when the well has gone dry and make a new game.
Riot has made it clear they do not care about community opinion and do not want it. They have:

Disabled comments on patch notes

Systematically dismantled their own boards to remove as much real discussion as possible

Completely removed the capability of critical opinion and feedback from their main feedback source and completely bloated it with non-content (the reddit)

Stopped with all ''''surveys'''' completely
And this is all shown to symptomatically affect the game, visually, through patch notes.
Anything that gets changed in patch notes is always a non-fix unless they are buffing a champion to make money off them. They are not only ignoring professional and high elo opinion, they are ignoring low elo opinion too. None of the changes in the patch notes is ever anyone complaining about and everyone knows this.
Champion getting big buffs and changes? Surprise! New skin for them 2 patches later. New champion? Gonna be overpowered beyond belief for a whole season while they release a second skin for them.
League is bleeding players. The whales have moved on to other games, and it's shown. More events and giving out more free stuff in the hopes of biting another reckless spender, making new games to drive in new profit margins, tying direct game balance to monetary gain. The game is dying. If you're waiting around to see a balance change, it's just....not going to happen. Find a new game.
League has lost all competitive integrity, it's professional players are quitting en mass, and theres no real money to be made. The community isnt happy because they have been neglectic, and it reflects in their attitude toward other players.
Riot doesn't even ban the bad offenders because they want the money. I havent gotten a report confirm in months and I've had at least 1 person who qualifies as report worthy on either team.
If you're looking for a way to continue the moba formula, it's time has mostly passed. However, DOTA is still in good shape. It's profits and esports pools are community driven, has a market to trade from person to person, and while it has its problems Valve is still privately owned and not publicly traded, it has no one to answer to but itself. Dota still has its problems, but league is beyond repair and you aren't going to find what you want here anymore
