you'd have to lower those ratios just a tad friend. maybe make it a new keystone too to get these passives. example, +5% movement speed when ghost is on cd

Ignite too strong.

is shields for yourself or any shields you provide?

No, there use to be masteries for this. It was a balancing nightmare.

didnt ignite do something like that?

i remember it granting 5 ad/ap while on cooldown. or wait. i think it was a mastery that did that.

every mastery tree used to have masteries that augment the summoners spells in some way. if im not mistaken, the one that augmented ignite gave the extra stats.

I think the idea of passives is interesting, but definitely need to reconsider what they would be. ex: barier buffing shields by 10% while on cd? chances are if the champ has barrier, they don't have a shield as part of their kit; exceptions malz or morg or kayle mid (who probably don't take barrier mostly anyways); naut, poppy, etc. with shields really aren't going to take barrier.

you take barrier if you have lee sin lux and thresh in your team that can shield you

it's +10% shield from ALL shields

Then their actives need a hard nerf.
