They're completely different champions, but Jhin's ultimate seems a lot more powerful than either Jinx or Caitlyn's ultimate, yet gets so much less hate.

Caitlyn's is targeted, but can be intercepted. Just watching the C9 SKT game at worlds, allies blocked 2+ of Jhin's ultimate shots on nearly every time he prepped it.

Jinx's ultimate is AOE, but it's a one shot hit or miss. It can still be body blocked if you give a little space between yourselves. It has no CC component (unlike Jhin's slows that can spell a death sentence on their own).

Jhin gets FOUR chances to land a shot. Three that do moderate damage and apply a slow (which almost guarantees the next hit unless you use a dash/flash). The last does enough damage to secure most kills (definitely any kill any of the global ADC ults would have). His ultimate is also considerably faster than any of the global ultimates (it's literally a guessing game to dodge, you can't react to it with vision - however if you have any vision of an Ashe arrow, Jinx ult, or ezreal ult, it's quite easy to dodge). The only "downside" to Jhin's ultimate is the long set up time and clear range indicator - it's not all that hard to get out of range before he can get to that execute shot. It's also reasonably easy to dodge each shot if you haven't been tagged yet (he basically has to guess which way you'll juke). I'd still rather have Jhin's ultimate than Caitlyn's or Jinx's, and probably Ezreals (I'd take Ashe ult over it though).
