Is it bad to ask if we can allow Valor to have a longer time in game?

Right now, Quinn is a strong a powerful marksman but her ultimate where Valor takes the helm seems a little sad. He isn't able to do much in the 20 seconds you're with him and the CD is so long. I'd really like it if one of three things were to happen.

Valor's time is increased to 30/40/50 seconds of play time.
Valor's cool down starts right as soon as the change happens to allow it to be up to 120/90/60 seconds of a wait.
The CD gets lowered to a shorter time; 100/75/50 seconds.

I really like Valor and there is one other thing I wish we could do. As in, you know how Mega Gnar has a different laugh, joke, taunt, and dance? I was hoping the same for Valor. Its the least you can do for this over looked champion. At least League of Legends wiki says "Quinn and Valor". This is truly the first duo champion and even Riot doesn't acknowledge it.

I don't know really. Maybe put more in his abilities? Like, for Q, allow Valor to fly into a straight line and attack someone. W should give Valor bonus AD since the passive doesn't work with him active and the ult is him anyway. He should gain +20/30/40/50/60% of the total AD he has. E should deal double the damage as he cannot do what Quinn can do after the effect, so that's 80/140/200/260/320 (+40% bonus AD) in physical damage. Would this be fair? He could do a amazing Q+E combo, and even get some strong hits in with the blind and bonus AD from his W.

Just remove Quinn from the game...such a useless champ...Only thing she is good at is making toplaners ragequit.

Oh...now I get you. Well nothing is as bad as going top when Lissandra or Kennen are meta. No one plays Yorick or Teemo and Irelia is completely fine.

Increase his maximum uptime all you want, but he'll still only have an average use time of like 2 seconds. The main reason people use Valor is to instagib squishies, and they don't need more than 5 seconds to do that. So long as Valor is used to assassinate, then Valor will still only have 1% screen time.
