"Let’s start with the bottom line: Kog’Maw’s being partially reverted to his pre-2016 status. While we’ve had champions that take a couple of passes to get right (...Ryze), this is the first time we’ve actually gone back on a Champion Update." - Riot 2016

Has to do with:

A) Kog being in an OK spot before his rework

B) Every single on-hit item in the game having to be balanced around post-rework Kog

Let's face it. Riot couldn't properly balance on-hit items without indirectly buffing Kog. It's reached the point where on-hit Kog was ruining the fantasy of the late game hypercarry carry. With all of his power being stacked onto a single ability, he lost his weak early and mid game. He was strong early and mid while still outputting ridiculous late game damage. His insane attack speed also made it impossible to properly orb walk even at the absolute highest level of play and made him a prime candidate for scripters. Add all these problems up and it just made sense to revert the rework. I wouldn't expect them to revert other reworks though so don't hold your breath

But see, thats the thing... They've finaly done it, and it probably felt good. They admitted they fucked up, and that it was so far out that they just had to put it back the way it was before and start over.

Doing it once is just the beginning, now they just need to do it again.

Dont worry Riot, we wont think less of you.

Well they also reverted,or at least toned down, a few of Mordekaisers changes(he doesn't get that much bonus exp anymore and can cast his W on minions again)
