Kleptomancy should be timed, rather than based on autos.

I get the rationale behind wanting players to stay interactive, and for lanes to not get passive, but the way Kleptomancy is currently setup... It's pretty broken on a select few, and worthless on another set of champions.

It needs to be standardized. Make it timed, Similar to the biscuit. Every few minutes or something. If you want to keep it randem, then have the time frame not be a completely pre-set variable, do like .. you get an item between every 2 to 3 minutes or something to that effect.

This would help un-break Ezreal, and give so many more options to champions who are looking at awful lanes, especially bruisers and tanks looking to play for late game.
