Fervor of battle on hit damage was essentially cut in half by allowing it to grant AD instead. So max stacks went from about 110 on hit damage to about 60 on hit damage from AD gained.
You can still gain 120 on hit damage if you have 100% crit. And guess who can easily get 100% crit?
