So if sion is broken because of bug, why isnt he disabled until the fix/next patch then?

Teemo was disabled when he got use his passive mid combat in bushes pretty much instantly, and it had a lower impact than this bug.

What is this Sion bug? I have read about lots of current ones but none seemed to favor him.
