I couldn't find a better section, as this does have to do with Gameplay, and the old 'Suggestions' board is gone...

Jail Bots: For those players who troll matches, spam 'Try Hard!!' (etc) at people who are asking them to stop feeding, generally toxic individuals, and those who can't type a sentence without attempting to bait someone else into a fight... They do not deserve to play real players, but we -do- have a language filter for a reason, SO...

Remand them to bot games. If they cannot play well with human players, let them play with the Bots. We spent enough time and effort into making these bots able to play better (heh), why not let those who can't grasp human interaction, or feel that this is their chance to take out their RL angst against those in the game, duke it out in silence with the bots for awhile? It is very hard to troll an AI.

First Offense (as per Tribunal Standards, aka 4-6 repeated instances) - 25 Bot Games, no other options available until completion. Second Offense - 50 etc.

Until it simply becomes apparent that this player refuses to learn, and -then- ban them. Personally I feel that this is more of a lesson than sending them to go play DOTA for a couple of days, as this renders their account useless until they put effort into their own rehabilitation, and perhaps then they might rethink their behavior as they are so tired of seeing Bot at the end of names that some player names will give them neurotic twitches.

rito should just stop giving out chat bans and have players that are so toxic that they rack up so many chat bans never be able to talk on that account again

Eh, Chat Bans do very little thanks to Skype/TS/Vent/etc... most of these players only type in game because their real conversation isn't going on in the game in the first place.

Good. They can share in what they cause.
