The answer is simple:
Because it's Blitz. If a player is willing to rage, go afk, leave the game etc during a FUN mode, imagine how they act in Normals or ranked.
There is a pervasive concept that the fun modes, ARAM, Blitz, Urf, etc should have absolutely no rules. No. Toxicity and AFKing are just as bad -anywhere-.

Literally is always an excuse for either doing a silly build, which aram actively encourages with their 'off meta items' in the shop, or it's someone who got a champ they're not good with

Just because it's a fun game mode doesn't mean they're not subject to normal game rules and regulation.
