Talon Cutthroat [E] buff with poll

I know that Talon right now is pretty balanced. He has strong AOE & single target damage. But i though about something that could make his Cutthroat skill [E] a little bit more thematic, while not changing him into some kind of Monster to fight against.

I'm suggesting adding grievous wounds on his cutthroat [E] that would last 2 seconds + additional 1-2 seconds if he uses Noxian Diplomacy [Q] on the same target.

Why do I believe this change would work with him?

1. Cutthroat. Cut the throat. That is a grievous wound.
2. Once Talon has burned his skills against target his next damage [AA] is far less fearsome. And if so happens he didn't kill his target with combo, then there's a chance that the target will either run away or heal/life steal on him.
3. As assassin Talon should be master of fast 1v1 exchanges.
4. Talons [E] used to have silence, which gave him upper hand in bullying mages. With grievous wounds he could be deadly assassin against AD champions
5. Grievous could be used as a team utility, where he'd disable super fast healing against 1 target for few seconds.

Balance for grievous wounds time could be changed. But i believe it has to be at very least 2 seconds. Combination [E] + [Q] would have longer grievous wounds effect
