Why is Shen so Slow?

^^ and why is Jarvan (340) and Cho'Gath (345) allowed more movement speed than shen? I try to look at it logically. Just the other day I was complaining that Darius shouldn't be faster than shen because shen's amour looks lighter but then it hit me, "Darius's primary role is fighter and shen's primary role is tank, maybe they are specified movement speed ranges assigned to each class regardless of model and other factors". Then to I realised with the help of wikipedia, that Jarvan and Cho'Gath who both being primary role tanks are faster than shen.

I have come to the conclusion that riot is being too unfair to shen.

#Small Changes I would Like to See on Shen:

Q range: increased to 525 units from 475 units (or atleast 500, 475 is way too short and other champion like Malphite have better range than him on single target)

Mov Spd: Increased to 340 (atleast)

Implement a better and safer way for shen to reduce the cooldown on his passive

Give his E hybrid scaling for a bit more damage universal to all build paths ( 50% AP and 50% Bonus Mov Spd or 50% AP and 40% Bonus Mov Spd)

All simple changes that will make shen more viable for S5
